I found out that I needed the special big event to trigger. i also solved the teddy bear quest, don’t know if that made a difference. i had prevented the big event mid game to trigger in that game by intercepting the patrol that went to Biff and avoiding the sector where the big event happens. as soon as I triggered the big mid game event I could go to K18 and Lucky Veinard appeared make sure your quest log says you found the other treasures.

I checked my quest log and it says I found already 4 treasures, so not sure why he's not spawning?
