Those are AI-based programs for identifying a face and then trying to recreate it from scratch (unlike other, more popular AI-based programs that upscale the original image). More info about the software here: video link The result vary based on the character. Some of them end up looking quite a bit different than the original images, but for the most part, I think the results are very impressive.
