Loading a save in combat skips to there turn. Is it a glitch or intentional?

Works normally for me. Maybe you experienced a bug or it is specific to some boss fight.

Must be a bug. All fights.

It's just that you press "enter" to load your save. The game thinks that you pressed "enter" to skip your turn.
Just click on the button "start" : you'll get the ability to finish your turn at your pace.

 

(I would also like that they correct this UI bug)

Yep, hitting <enter> would do that. You can press <space> instead 😉
